Completely dysfunctional. How can a weathervane function when it’s moving parts are stuck together with a thick coat of strong paint!!! Please let me know how to resolve this issue.

Beautiful but does not work. Does not turn with the wind. We kept it because we did not want to ruin the playhouse it’s on an honestly because it looks great.
